Requirements for a Kentucky Notary Public:

Notary public commissions are valid for four years. The following requirements must be met:

1. Applicant must be eighteen (18) years old or older
2. Resident of Powell County or employed in Powell County
3. Good moral character
4. Capable of discharging duties imposed by law
5. Cannot be a convicted felon

The applicant must complete the application for Appointment to the Office of Notary Public Form. The form may be picked up at the County Clerk's office or can be downloaded from the Secretary of State website. The application must be signed by the Judge Executive, County Clerk or Circuit Clerk, Justice of the Peace, or a member of the General Assembly of the county of residence of the applicant. The completed application must be mailed to:

A $10.00 state fee must accompany the application.
If approved, the applicant must come to the County Clerk's office to take the oath of office and post bond. In Powell County the amount of the bond is $1,000. The bond may be an insurance policy bond or a property owner can be the surety. The property owner must come to the clerk's office and sign for the applicant. A spouse may not sign the property bond as they would own property together.
The recording fee is $19.00.
